Joaquín Torres Feliciano was born in 1945 in San Sebastián, Puerto Rico. He received his primary and secondary education in that very town. Torres Feliciano completed undergraduate studies at the Universidad Interamericana, San Germán. In the early 60s, while in college, he collaborated with the magazine Acento. He was also a law student at the Universidad Católica of Ponce and completed graduate studies in Psychology and Psychoanalysis at the Alfred Adler Institute of New York. He was a part of the Taller Galería I.W.A.’s artist collective in Ponce and worked in therapeutic orientation in New York’s Prison Department.

Torres Feliciano is a poet, short-story writer, historian, painter, collector, and art critic. His first poems were published in the magazine Mester (Aguadilla, Puerto Rico) and his publications include Cachivache: cuaderno de poesías (Executive Press, 1976) and Ciudadanía del Asalto (Publicaciones Albayalde, Inc., 1983). He wrote for the following newspapers El Mundo, Claridad, and El Reportero. His work was published in the anthology Papiros de Babel: Antología de la Poesía Puertorriqueña en Nueva York (Editorial Universitaria, UPR, Río Piedras, 1991). 

Torres Feliciano is brother to Carmelo Aponte Feliciano, who is also a writer and poet.
