El Proyecto de la literatura puertorriqueña

César V. Quiñones—poeta, pintor y artista gráfico—nació en 1952 en Mayagüez, Puerto Rico. Obtuvo su bachillerato de la Universidad de Puerto Rico y, durante su tiempo en Northeastern Illinois University, formó parte de los esfuerzos por organizar el Association of the Latino Brotherhood of Artists (ALBA). Quiñones trabajó como consejero académico para comunidades latinas y fue parte de la organización comunitaria puertorriqueña, El Taller, a través de los talleres de poesía y serigrafía.
